A VTC only drives on booking
The law leaves no choice: a VTC driver may only pick up a passenger after a prior booking (art. L.3122-2 of the French Transport Code). Waiting for a passenger outside a station, cruising slowly hoping someone gets in, is street hailing, reserved for taxis. The transport voucher — the proof of prior booking — is the written evidence that the ride was booked before the passenger got in.
The seven details of the order of 6 August 2025
Since the order of 6 August 2025, applicable from autumn 2025, the proof carries seven details: the operator's identity, its VTC register number, the date and time of the booking, the date and time of pickup, the pickup location, the passenger's name and the vehicle registration. One missing, and the voucher is worth little at a check.
What you risk without a voucher
At a check without proof, the fixed fine has been around €1,500 since July 2025, and the ride can be requalified as street hailing: licence suspension, vehicle immobilisation, referral to the disciplinary board. An unhappy passenger, a missed appointment, a lost day.
Paper, PDF or app?
The paper pad never breaks down, true. But you write every ride by hand, check the seven details yourself and keep the copy while the passenger waits. Yes. Every VTC driver must be able to prove a prior booking before each pickup (art. L.3122-2 of the French Transport Code). This proof — the “transport voucher” — must be shown at a roadside check, on paper or on the phone screen. Without it, the ride counts as street hailing, which VTCs are forbidden to do.
